&lt;p&gt;So if income taxes didn't go up for 99% of Americans, how can their taxes still increase? &amp;nbsp;The answer is the FICA or payroll tax. &amp;nbsp;FICA is a 6.2% tax that the vast majority of employees in the country pay towards the Federal Social Security fund. &amp;nbsp;In 2011, the Obama administration negotiated with Congress to cut the employee contribution to this tax to 4.2% (the "payroll tax holiday"), which saved the average worker earning $50,000 over $1,000 a year. &amp;nbsp;Unfortunately for 2013, the government was unwilling to extend the tax cut.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Effectively, the holiday is now over, and it's back to paying 6.2% in FICA tax again. Forecasters are predicting that the tropical storm will combine with a cold weather front coming in from the west to create severe flooding, gale force winds, and potentially snow. &amp;nbsp;Goodwill has enacted their emergency protocols, and in the event of severe and dangerous weather on Monday/Tuesday, will close their store and offices including GoodTemps.&lt;/p&gt;

&lt;p&gt;If you're an employer looking to hire, this new law will be of particular interest to you, as it provides a significant tax credit to your business if your new hire is an armed services veteran.&amp;nbsp; For a veteran who has been out of work for more than than six months, the tax credit can be up to $5,600; and for a veteran who has been out of work for between 4 weeks and six months, the credit is up to $2,400.&lt;/p&gt;

The surprise was that the numbers alone weren't telling the full story.&amp;nbsp; According to the report, the unemployment rate fell due to people finding work; and also to people who stopped looking for work or retired.&lt;/p&gt;
&lt;p&gt;That last part is important - if the country had the same ratio of workers (# of jobs to people looking for work) as we did in early 2009, the unemployment rate would be closer to 11% instead of 8.6%.&amp;nbsp; Fewer people looking for work makes for a lower unemployment rate.&lt;/p&gt;
&lt;p&gt;The worry is the sustainability of this drop in unemployment. The growth in hiring comes on the back of private businesses gearing up for the holiday season and only time will tell if those hires are only seasonal, or will turn into something more perpetual. Either way, recovery is still a long, painful road for the country with a huge 13 million people still out of work.&lt;/p&gt;
